On September 17, the Maryland State Bar Association (MSBA) Real Property Section held its biennial Land Use Institute (LUI) in Columbia, MD. The premier event for Maryland legal professionals offered valuable insights into high-impact land use decisions, appellate brief strategies, and the latest legislative and ethical developments in land use law. MM&C Land Use & Development attorney, Sean Hughes, was a moderator for a panel discussion titled “Planning Director Insight and Trends,” which addressed the relationship between zoning and consistency with comprehensive plans, and examined trends in Adequate Public Facilities Ordinances (APFOs), including updates following recent changes to school tests in various jurisdictions.
Session Panelists:
Lynda Eisenberg, Director, Howard County Department of Planning & Zoning
Lakisha Hull, Prince George’s County Planning Director
Robert Kronenberg, Deputy Planning Director, Montgomery County Planning Department
The panel dove into trends in master planning and housing in their jurisdictions, as well as exciting new large redevelopment projects, including the Commanders stadium, Six Flags America, Gateway, Viva White Oak and White Flint.
Mr. Hughes noted, “As local government land use regulations and practices continue to evolve, attendees of the MSBA Land Use Institute were fortunate to gain valuable insights from leaders of the Montgomery, Howard, and Prince George’s County Planning Departments.”
