Overview

Taggart (“Tagg”) Hutchinson is a Principal in Miller, Miller & Canby’s Real Estate practice, focusing on commercial real estate transactions, financings and settlement services and related litigation, as well as property tax appeals and land development matters.

Tagg represents prominent local developers and institutions in an array of commercial real estate transactions, including acquisitions, sales and financings, land development and ownership options, title review, title insurance and settlements.

Prior to joining Miller, Miller & Canby, Tagg was an Associate County Attorney for Montgomery County, and served as the Agency Counsel for Montgomery County’s Department of Finance, where he advised the County on the collection of State and local property taxes, business taxes, transfer and recordation taxes, development impact taxes, and various local excise taxes. Tagg also advised the County on debt issuances, business enterprise zones, special taxing districts, and the expenditure of public funds through various loan and grant programs. As Agency Counsel for the Department of Finance, Tagg represented the County in litigation and appellate matters involving tax assessment appeals, imposition of County taxes and the denial of statutory credits or exemptions in the Maryland Tax Court, various Circuit Courts and before the Maryland Court of Special Appeals.

Tagg has industry experience in a wide range of government and business sectors including government contracts, State and local taxes, State and local grants and development funding, transportation, zoning and permitting, software and technology (including SaaS and Subscription based-services), the Maryland Public Service Commission, and legal advocacy on behalf of national associations.

A long-time resident of Montgomery County, Tagg grew up in Washington Grove where he built a nature trail for his Eagle Scout project.  He attended Bullis School and Colgate University, before returning to Maryland for law school.  He resides in Potomac, Maryland with his wife and two daughters.  When he isn’t working, Tagg enjoys being outdoors cycling, kayaking or skiing with his family.
