Somer Cross is an AICP certified land planner and attorney in the firm’s Land Use Department. Somer’s role in the Department is to assist with all levels of land planning review from initial land use analysis (such as zoning, subdivision, and comprehensive plan compliance) to representation of clients as an expert land planner at hearings.
For over a decade, Somer has assisted Miller, Miller & Canby clients to obtain conditional use approvals, development and sign variances, and rezonings. Somer prepares both written submissions and visual exhibits for zoning and development applications. Somer’s knowledge in local land planning matters helps resolve issues in subdivision and site plan approvals. She also provides clients with necessary documents for development such as MPDU agreements, forest conservation agreements, and needs studies.
Prior to joining the firm, Somer worked for other Maryland jurisdictions. As a Planner at the City of Rockville, Somer assisted with the revision of a 30+ year old code to reflect modern concerns and land use patterns. To guide the revision, Somer provided City governing authorities, staff, and the public with procedural and substantive information to make informed policy decisions. Following the adoption, Somer provided training for staff regarding the new policies and procedures. Somer has also worked in Wicomico County assisting local jurisdictions with their Board of Appeals and zoning review.
