Ms. Carter concentrates her practice in the area of land use, zoning, administrative and real estate law with special emphasis on special exceptions, regulatory approvals and preparation of homeowner association and condominium documents.
EXPERIENCE:
Ms. Carter has been with Miller, Miller & Canby since 1984. Before joining Miller, Miller & Canby, she clerked for the Baltimore law firm of Whiteford, Taylor, Preston, Trimble and Johnston and served a summer judicial clerkship with the Honorable Robert L. Karwacki, former Administrative Judge to the Circuit Court for Baltimore City (now retired from the Court of Appeals of Maryland). Prior to her entry into the legal profession, Ms. Carter was an elementary school teacher employed by the Baltimore County Public School system.
Ms. Carter represents both corporate and individual clients in all aspects of land use, zoning and administrative law. She frequently appears before local councils, commissions and boards seeking administrative approvals of special exceptions, variances, preliminary plans of subdivision, rezonings and a number of other discretionary approvals. Ms. Carter has also developed an expertise in the preparation of homeowner association and condominium documents.

PROFESSIONAL ACTIVITIES:
Ms. Carter was appointed by the Montgomery County Planning Board to serve on the Citizens Advisory Committee for the Sandy Spring/Ashton Special Study Area. She has served on the Board of Directors of Commercial Real Estate Women, Inc. (CREW), an organization which encourages and promotes business opportunities for women in the real estate industry. She has also served on a Child Care Advisory Panel to the Mayor and Council of the City of Gaithersburg. Ms. Carter is a member of the Bar Association of Montgomery County and has been active in its Administrative Law Section and has served as a Bar Association community volunteer. She is also a member of the Maryland State and American Bar Associations.
