Mr. Kline’s practice concentrates on land use, zoning and subdivision law in Montgomery and Frederick counties and the incorporated municipalities located in those jurisdictions. His areas of expertise include zoning, special exception, subdivision, master planning, building permit issuance, and administrative and real estate matters related to land development representing private clients, non-profit entities and municipal corporations and agencies.
EXPERIENCE:
Mr. Kline joined Miller, Miller & Canby in 1974. He has been a principal of the firm since 1981 and has served as head of the land use and zoning practice area since that time. He has qualified and testified in the Circuit Court for Montgomery County as an expert in land use and zoning law, and he has been a guest speaker at several professional seminars and conferences.
EDUCATION:
Washington & Lee University (B.A., 1968); Washington & Lee University School of Law (J.D., 1974).
PROFESSIONAL ACTIVITIES:
Mr. Kline is a member of the Bar Association of Montgomery County and the Maryland State Bar Associations. On the former, he has served as Secretary, a member of the Executive Committee, Chairman of the Administrative Law Section and as member of various other committees. Related to his practice areas, Mr. Kline is a member of the Suburban Maryland Building Industry Association, the American Planning Association and the Urban Land Institute.
MEMBERSHIPS AND AFFILIATIONS:
Mr. Kline has served on a variety of public interest commissions such as the Citizens’ Advisory Committee on Historic Preservation (Montgomery County), the Ad Hoc Committee for Parking Ordinance Amendments (City of Gaithersburg), the Citizens’ Technical Advisory Committee on Public Facilities (Montgomery County), and the Neighborhood Six Citizens’ Advisory Committee (City of Gaithersburg).
